Uteva Monique Wilson: Officer Involved Domestic Homicide

He was calm when he made the call to his police department less then 24 hours ago, "I won't be here when you get here" in the same sentence, and asked for a supervisor and paramedics to come to the home.

The veteran Birmingham, Alabama detective had already used his service revolver to murder his wife, Uteva Monique Wilson, 23, and mother of 2 small children who were in another room. After he ended the call with his unit, the detective ended his own life.

There is not much in the way of information about Uteva Monique Wilson, instead the news coverage is using photos of Rodney Jerome Wilson in his uniform. Included in some of the coverage about him and his work on the job, are comments about how he was a nice mannered person. It does not discuss the fact that Uteva had no place in which to seek assistance, he was threatening and violent, because Uteva was the wife of a law enforcement officer.

The kids were unharmed. Thank God he had the common sense to make a call so the kids could be taken out of the apartment.

What makes this, and every case of intimate partner homicide, difficult is they had a choice. Rodney Jerome Wilson took the coward's way out when he murdered his wife. What likely is not going to come out in this case is how on the job as a law enforcement officer, there were signs of trouble which no one acknowledged. Does it go towards lack of training? The stress on the streets and job? Or anger over the ending of the relationship?

As the daughter of a Chicago Violence Crimes detective, who is no stranger to officer related murder-suicide, trained in officer involved partner violence, the potential homicide is often disarmed when a department has been given training. The events that lead up to the crime are evident, weeks and months before the tragic incident. Fellow officers often do not know how to respond without appearing as if they are meddling, especially if it involves a seasoned or high ranking law enforcement officer.

Yes, intimate partner homicide is a tragedy that has reached epidemic proportions. My question to the law enforcement community and the Department of Justice is, when are you going to mandate a program both at the academy and within departments that will go a long way towards preventing innocent lives from being taken by trained, commissioned law enforcement officers?

The children of Uteva Monique Wilson will grow up without their mother, someday when they are old enough to ask the question, we owe it to them to have the answer. It is the least we can do for allowing their mother's life to be taken by an individual sworn to serve and protect!

Missing or Murdered? Where is Emillie Hoyt?

Like most of the unexplained vanishing or missing cases, there are usually facts associated with a case, often missed by law enforcement.

Emiliee Hoyt, pictured about is no different. Prior to her vanishig she had ended an abusive relationship. No surprise, Emillie wanted nothing to do with her former boyfriend.

She was last seen in Ft. Lauderdale early in January of 2006. She had her problems like most young women her age, but she was moving forward. And that did not sit very well with her former boyfriend, who leave's a questionable path in a prior relationship himself. His former girlfriend, is dead. Officer Friendly in a Not So Friendly Way

During the first half of June Officers listed below have been arrested for crimes related to their own personal family violence. Over at http://www.behindthebluewall.blogspot the site brings awareness to an issue that remains behind closed doors. For a police officers family, wives and children, they have no place to turn for assistance from a system that slaps the offender on hand who also happens to be in law enforcement, these are just a handful of the thousands across the country that are swept under the rug and never get reported.

Police Chief Brougham's Department Requires Intervention



In Mont Vernon, New Hampshire, the Chief of Police Alexander Brougham was arrested for violating a civil order of protection issued by a judge in family court during a divorce hearing.

The Chief's wife Fedora filed for divorce. The couple has three children.

What is disturbing about this case are not only the public statements made by the Chief's Police Department and town officials, but comments linked to the story by folks, friends or otherwise who have no clue as it relates to domestic violence and related safety issues in any police officers home.

The most dangerous time for a law enforcement wife or girlfriend is when they end the relationship or file for divorce. The judge in this case was correct to issue an order of protection based on sworn testimony provided by Fedora. Who by the way for all of you close personal associates and friends is divorcing Chief Brougham because he is violent and dangerous. I realize none of you who personally know the Chief has never witnessed any behavior that would cause alarm bells or whistles. That is because an abuser acts out behind closed doors. Especially, those in law enforcement. They want you to only see their good side. They set up situations or conversations with others that display exemplary behavior at all times.

Common dialogue among abusive law enforcement officers before, during and after they can no longer control their environment goes something like this:

"You will never walk out of here alive"
"Who the hell is going to believe anything you say"
"I will burn the house down while you and the kids sleep"
"No one will listen to you, everyone knows you are crazy"
"If you leave, the kids will be orphans"
"You do this and I'll kill us all"
"Don't push me, you know what I will do"

Although the above dialogue is from spouses and girlfriends who have already been murdered by their law enforcement partners, it is the warning before the explosion. And Fedora Brougham is fortunate to still be alive. Most family violence victims in the law enforcement community, do not make it this far in the courts without losing their lives. I have known Rick for about 4 years now. He is a good man and great chief. I have had the honor to work with him, and before everyone passes judsgement...understand that these ex-parte orders are given out like candy. They DESTROY men's lives. You are treated like a felon with NO proof or evidence. The word of one female and or attorney...BAMM you are now treated like a criminal. He is a good man and good cop. I work EMS, so this is not coming from another police officer. Just a man who has been tortured by the system for no reason and a person who has worked with him. Dani needs to read the laws again. The order wasn't issued under the domestic violence statutes, it was issued under the divorce statutes and can carry different provisions which don't necessarily include the surrender of firearms.- Leo, Bedford NH
All domestic protective orders (and any incident involving a spouse, family member, former spouse, etc IS domestic under NH Law so this is a domestic case) are first granted on an ex parte, temporary/emergency basis to the alleged victim. The defendant is served. There is a subsequent hearing about whether that order becomes final. Yes, anyone issued even an ex parte temp order must surrender all firearms. Federal law, Nh law aside, does not exempt law enforcement officers from possessing weapons in this situation. I've met and worked with the Chief. He is a wonderful man and I have a great deal of respect for him. But he should be treated no differently (for better or worse) than any other citizen arrested and charged with a criminal offense. Unfortunately, that includes the prying of the media and a verdict in the court of public opinion. I wish commenters here and the public (I'm not excluding myself though I usually play devil's advocate) would always respect the privacy of people dealing with difficult family and legal matters in the courts rather than jumping to conclusions of their guilt. But that seems unrealistic. Everyone deserves the presumption of innocence. Everyone.- Dani, Manchester

The Bloody Endless Road of Police Officer Wives




If you wonder why women are murdered by husbands and boyfriends, the Drew Peterson case, is classic text book.

Family abuse victims have a hard enough time jumping through the legal maze when they are abused within their own homes. The current system is broken and ineffective in dealing with the ever mounting cases that enter the legal system across the country on a daily basis.

Consider for a moment, the daily plight police officers wives face. They have no place to turn. And yes, I believe from professional experience in advocating and investigating these cases, the Peterson tragedies should be the model in "fixing" and holding accountable the horror, many families endure who are married to those "tin badge cowards" hiding by day as they protect our streets. And at nightfall control, beat and threaten their wives and girlfriends.

The legal system failed Kathleen Savio and her two boys. It ignored important police and medical reports. It intimidated her into dropping valid criminal charges against her officer husband so he could "remain on the job". The victim (Kathleen Savio) was cleverly portrayed as "off her rocker" and plain nuts for accusing a police officer to whom she was married because he was not only beating her but making valid threats against her very life. Every place Kathleen turned for help including the State's Attorney's office she was met with disbelief.

As I write this, women just like Kathleen Savio are being victimized by the "Brotherhood" who refuse to carry out the law in their state and arrest their fellow officers for committing criminal acts of violence against their own families. These women tell the similar stories of horror in emails and phone calls I receive, daily. All are met with the exact silent, response.

The crime is also within the legal system that offers no protection to police officers wives and their children. It is easier to get a prescription for valium for a doctor than it is for a wife of a law enforcement officer receive a court order of protection from a judge. Or for a woman to safely leave the abuser and start their lives anew. For a police officers wife, the possibility of a life free from violence does not exist. An officer who thrives on power and control is likely to stalk, harass and continue victimizing their wife or girlfriend long after a divorce or relationship break-up.

A police officer has at their disposal on the job training as a skilled officer, tracking tools, information to shelters, relationships with other police departments and that all mighty tin badge and service revolver.

So you tell me, where are these woman suppose to go? There is a clear reluctance on the part of the responding officers to do their jobs in the homes of fellow officers. Again, look at the Peterson case. Those fellow officers who responded to the Savio/Peterson home over the years who hesitated to deal professional with a "fellow brother in blue",
were responsible for the disaster that in my opinion, lead to not one death, but two.

Casualities of Family War



This woman given long of nothing,
but a chance to give of herself,
but still they beat and asked for more.
As always she accepted with a face
that never broke.

In the struggle to find the hidden way to love,
herself, she lost!
But she found a way through kind and good
to give to every other
and only asked to see the start of a smile.

And I who blossomed strong and late have worked
and spoke and prayed so long to make her proud.
now in the memories of her far
but still not absent ways,
I chose to simply ease her thoughts in anytime
of anxious pain
in the moving moments of a gift of rhyme.

And I shall offer her my always love,
although I know and hate and fear,

that my forever words are not enough.

And with new words I offer love so late

but still so dear.


Mama, you on this day shall always keep,

this giving praising moment of each thought

and gift,

though to all other moments when they forgot

when you were only always there.


On this day although a great tragedy,

you are being bestowed the greatest honor

one can obtain.

that is of love, family and friends.


You fought long and hard all of your adult life,

we understand that this is God's way of making

the rest of your days that of peace, joy and

harmony that you never demanded

but rightfully deserved.


She paid the price of victory with her life.

Maybe it was for all those who remain silent and

suffered unheard.

I pray we will better understand our tragic loss

and forgive those who turned away,

rest assured Mama,

we will continue to fight

and you will not be among

the silent but victorious!
