Former Police Chief Arrested in 36- Year Old Cold case

Juror Thirteen site opened a 36-year-old cold case file on their message boards five weeks ago.

Posting an article written by Lindell Kay of JDNews.com (The Daily News) out of Jacksonville, North Carolina.

After only a few days of the stories coming out about this cold case, two people were arrested for Miller's murder... one was a former police chief.

Motorists found the body[pictured above] of Sergeant William Donald Miller lying in the middle of the road on Western Boulevard halfway between Marine Boulevard and County Club Road on September 16, 1972.

He had been shot, according to an incident report of the time.

Authorities found Miller's car on the shoulder of the road with the engine running, the lights on, a blinker clicking, and a half-cocked pistol on the seat, according to a Daily News archived report.
The Sheriff's Department, the SBI, the Marine Corps and NCIS investigated Hayden for more than a year before Miller's homicide case turned cold. Investigators at the time could not find enough substantial evidence to arrest Hayden, according to the JAG letter.

Thirty-six years later, George Hayden, 57, a police chief at Cape Carteret and Belhaven police departments, was been charged with murder in Miller's shooting death, on September 9, 2008.
Also charged in the case is Vickey Miller Hayden Cooper Babbitt, Miller's wife at the time of his death, in Oregon. Babbitt was arrested in Oregon in mid-September and didn't fight extradition back to North Carolina.

Miller, Hayden and Babbitt were all in the Marine Corps in 1972. Miller and Babbitt were married, and the three were friends. In August 1972, Miller returned to Jacksonville from training in Okinawa in to find Hayden had moved in with Babbitt.
Babbitt left Miller to live with Hayden. On Sept. 16 of that year, Miller went to meet Babbitt, but was gunned down in the middle of Western Boulevard. Investigators say Babbitt lured Miller to the spot, possibly by faking car trouble, and then Hayden shot Miller twice with an M-16 - once in the head and once in the back.
The break in the case came from a key witness who has been in fear of his life over the 36 years since the murder. His identity is still being kept silent because of that fear.
"The horror on the face of the witness was unlike anything I have seen in my 42 years of law enforcement," said Onslow County Sheriff Ed Brown.
Juror Thirteen will be keeping up with this cold case trial!

Officer O'Shell's Bloody Violent Life

Video- http://www.thedenverchannel.com/news/16754889/detail.html

On June 17, 2008, a three- month old baby was removed from a Colorado home. Children and family services removed the infant because William O'Shell, A Police Officer was under investigation with the Colorado Department of Children & Family Services. According to reports, O'Shell had a "dangerous temper". The three month old baby had numerous injuries, including a fracture. Allegations by the State as a result of the fathers anger according to child protective services.

Last night, Denver police removed the bodies of William O'Shell, 36, and his police officer wife Tiffany O'Shell.

O'Shell murdered his wife, as she slept, before committing suicide. Reports indicate Tiffany O'Shell was preparing to end the abusive marriage. After William O'Shell learned of her plans, he murdered her in cold blood.

Immediately, upon the infants removal from the home, the Department of Children and Family Services prpocedure as a precaution should have sought the suspension of William O'Shell's police badge and gun. Services to Tiffany O'Shell from the District Attorneys office, also needed to be provided.

The Lakewood Colorado Police Department also assisted in Tiffany O'Shells murder. In doing nothing, when knowingly they knew he had been out of control of late, it was equal to pulling the trigger themselves.

Police Chief Brougham's Department Requires Intervention

In Mont Vernon, New Hampshire, the Chief of Police Alexander Brougham was arrested for violating a civil order of protection issued by a judge in family court during a divorce hearing.

The Chief's wife Fedora filed for divorce. The couple has three children.

What is disturbing about this case are not only the public statements made by the Chief's Police Department and town officials, but comments linked to the story by folks, friends or otherwise who have no clue as it relates to domestic violence and related safety issues in any police officers home.

The most dangerous time for a law enforcement wife or girlfriend is when they end the relationship or file for divorce. The judge in this case was correct to issue an order of protection based on sworn testimony provided by Fedora. Who by the way for all of you close personal associates and friends is divorcing Chief Brougham because he is violent and dangerous. I realize none of you who personally know the Chief has never witnessed any behavior that would cause alarm bells or whistles. That is because an abuser acts out behind closed doors. Especially, those in law enforcement. They want you to only see their good side. They set up situations or conversations with others that display exemplary behavior at all times.

Common dialogue among abusive law enforcement officers before, during and after they can no longer control their environment goes something like this:

"You will never walk out of here alive"
"Who the hell is going to believe anything you say"
"I will burn the house down while you and the kids sleep"
"No one will listen to you, everyone knows you are crazy"
"If you leave, the kids will be orphans"
"You do this and I'll kill us all"
"Don't push me, you know what I will do"

Although the above dialogue is from spouses and girlfriends who have already been murdered by their law enforcement partners, it is the warning before the explosion. And Fedora Brougham is fortunate to still be alive. Most family violence victims in the law enforcement community, do not make it this far in the courts without losing their lives. Tragedies of a few lives lost, who are no longer among the living to dicuss their abusive law enforcement home life:

A few comments from those who think they know the chief.........
I have known Rick for about 4 years now. He is a good man and great chief. I have had the honor to work with him, and before everyone passes judsgement...understand that these ex-parte orders are given out like candy. They DESTROY men's lives. You are treated like a felon with NO proof or evidence. The word of one female and or attorney...BAMM you are now treated like a criminal. He is a good man and good cop. I work EMS, so this is not coming from another police officer. Just a man who has been tortured by the system for no reason and a person who has worked with him. Wish you the best Rick.- Dave Shaughnessy, Amherst

Dani needs to read the laws again. The order wasn't issued under the domestic violence statutes, it was issued under the divorce statutes and can carry different provisions which don't necessarily include the surrender of firearms.- Leo, Bedford NH
All domestic protective orders (and any incident involving a spouse, family member, former spouse, etc IS domestic under NH Law so this is a domestic case) are first granted on an ex parte, temporary/emergency basis to the alleged victim. The defendant is served. There is a subsequent hearing about whether that order becomes final. Yes, anyone issued even an ex parte temp order must surrender all firearms. Federal law, Nh law aside, does not exempt law enforcement officers from possessing weapons in this situation. I've met and worked with the Chief. He is a wonderful man and I have a great deal of respect for him. But he should be treated no differently (for better or worse) than any other citizen arrested and charged with a criminal offense. Unfortunately, that includes the prying of the media and a verdict in the court of public opinion. I wish commenters here and the public (I'm not excluding myself though I usually play devil's advocate) would always respect the privacy of people dealing with difficult family and legal matters in the courts rather than jumping to conclusions of their guilt. But that seems unrealistic. Everyone deserves the presumption of innocence. Everyone.- Dani, Manchester

To all those concerned with the great unwashed masses poking our noses where they don't belong. Will you be advocating as vehemently for we"unaffiliated" "crazies" when our names are being draged through the mud, over "a simple phone call"?I really didn't think so.It seems Obama may be right when he says "there are two Americas".It just seems to me that some reside in the more privileged one.- Mike P., Manchester

And so begins the court of public opinion. As a neighbor of the Brougham family, I hope for the best for all of them and ask that the rest of you show some respect for their privacy. These are good people facing enough of a challenge in their personal lives without the howl of crazies.- JB, New Boston, NH

Casualities of Family War

This woman given long of nothing,
but a chance to give of herself,
but still they beat and asked for more.
As always she accepted with a face
that never broke.

In the struggle to find the hidden way to love,
herself, she lost!
But she found a way through kind and good
to give to every other
and only asked to see the start of a smile.

And I who blossomed strong and late have worked
and spoke and prayed so long to make her proud.
now in the memories of her far
but still not absent ways,
I chose to simply ease her thoughts in anytime
of anxious pain
in the moving moments of a gift of rhyme.

And I shall offer her my always love,
although I know and hate and fear,

that my forever words are not enough.

And with new words I offer love so late

but still so dear.

Mama, you on this day shall always keep,

this giving praising moment of each thought

and gift,

though to all other moments when they forgot

when you were only always there.

On this day although a great tragedy,

you are being bestowed the greatest honor

one can obtain.

that is of love, family and friends.

You fought long and hard all of your adult life,

we understand that this is God's way of making

the rest of your days that of peace, joy and

harmony that you never demanded

but rightfully deserved.

She paid the price of victory with her life.

Maybe it was for all those who remain silent and

suffered unheard.

I pray we will better understand our tragic loss

and forgive those who turned away,

rest assured Mama,

we will continue to fight

and you will not be among

the silent but victorious!

Drew Peterson: The Classic Offender in Blue

Drew Peterson in my opinion, fits the profile of a classic and Dangerous Offender in Blue.

He is an attention seeker, both in public and private.

If his life seems unbelievable and exhausting, that is because he thrives on it.

The streets were his life and playground. He made it his business to learn and do his job better than most cops. He was a big fish in a small pond. It was all part of his plan.

He is a man who controls every aspect of his home life down to what brand of coffee is brought into his home.

He keeps close tabs on household spending.

He is a very giving person as long as you do as you are told, you are given the world.

The moment a woman in his life no longer provides "intimacy on demand", he begins to question their loyalty to the relationship. He stays out after shift and does not explain his whereabouts when questioned. When asked where he was or why he didn't come straight home, he responds with an all knowing cold stare. His way of punishing his woman for not being submissive enough.

When anyone in his life begins to make him unhappy by "complaining " about anything or perhaps changes they would like to see, he become's angry with them. Over time, loosing his patience and resorts to using threats and physical force.

As a dangerous "offender in blue abuser" they dread being abandoned by women. It is seen as weak and unforgiving.

Drew Peterson was likely to have known that Stacy had begun making plans to divorce him, since she had gone to the same attorney wife #3 Kathleen Savio sought in her divorce. And she disclosed her unhappiness and fears to family and a neighbor. Stacy secured a cell phone without Drew's knowledge. In the world of an "Offender in Blue", that is the worst thing anyone could do.

Stalking is also a characteristic of an "Offender in Blue", as well. From wife #2 Vicki Connely, the girlfriend, Kathleen and then Stacy. Four women that we know of, all making the exact same statements.

Offender's in Blue, either currently on the job or retired from the force, are masters at escaping detection. But, four women at different times in this Offender's life had nothing to gain in their attempts to leave this environment, other than be free from the abuse.

So while we are continuing to watch this man, who at one time held the public's trust we must remember, he is first and foremost, a classic, and dangerous offender of the worst kind.

"Cop on Cop 2005 Murders" Spared Death Penalty

Police Officer Adam Vazquez Police Officer Leslie Holiday

Today, in a Baltimore courtroom, Former Police Eugene Victor Perry was sentenced to life in prison for the murders of his former girlfriend and a co-worker.

The life sentence goes deeper than discussion or words in a courtroom. It really applies to the loved ones left behind, forced to carry on their lives without their beloved family members.

Officer Leslie Holiday had three children, who have been orphaned by a man filled with rage and hate. No sentence on the earth is going to compare with how these children have been forced to live their lives from the moment they received the news, that Mom, was never returning home, again.

Officer Adam Vazquez's family will also be forced to live in the same imprisionment without, their family member.

Every holiday, birthday and anniversay that passes is also a prision sentence for each of these families.

That is the real story!
