Level The Playing Field in Officer Involved Intimate Partner Crimes Before A Homicide




Barbara Vanaman was a wife of a veteran police officer in Millville, NJ. She lost her life while
in the midst of ending an abusive marriage. Her police Sergeant husband came from a long line
of law enforcement officers. He claimed self-defense, after he opened fire on her shooting her,
twice.

Afterwards, he cut himself with a large kitchen knife, claiming self-defense, and buying the Sergeant a pity
party from fellow officers and the community, and a crime scene that was never properly
documented or processed.

The Sergeant took a plea deal just before trial . On Wednesday, a judge may reduce the already
outrageous sentence initially imposed of nine years for her murder.

What can we learn from this tragedy?

There are other officer’s wives, as I write this, in New Jersey, living in fear. Uncertain of their future because of their violent and dangerous husbands who happen to be sworn commissioned law enforcement officers. What do we say to them? How do we offer a solution when their lives are hanging by a thread?

A human life was lost. Procedures in this case were passed over because the offender had a good reputation in the community. This case, from the start, was about blue defending blue.

But, what about red defending the red?

The life of Barbara Vanaman is now permanently marked by a headstone. There has to be a more level playing field of survival for victims of officer involved intimate partner violence leading to homicide.

Changing the landscape and leveling the playing field is something I have worked to achieve since my own mother’s officer involved murder in 1989. This case is but one example of how intimate partner homicides are handled across the country. When the wife of a law enforcement officer attempts to seek assistance she isn't supported, instead, she is spoken to by a commander or internal affairs. She is told that if charges are brought against the officer,  he will surely lose his job. From the start, the officer’s wife is "handled" as though it is her fault.

No victim services.

No opportunity to leave the relationship.

No automatic relief for the trauma suffered.

No real hope except to be made to look like an idiot.

An officer is trained, a wife or girlfriend is no match for the explosive waiting to detonate.

The best example is my own, as a daughter of a violent and dangerous law enforcement officer.The lessons learned have saved thousands of lives, but the price continues to be high when I am unable to reach everyone prior to a tragedy.

Part of the solution begins with the Police Academy. There, you have an opportunity to change attitudes. Consequences for actions need to be a mandate among cadets, not lip service. Bring in the wives and girlfriends and teach them techniques that will aid in disarming a potentially life threatening situation. Give them information and materials to use should something happen, where they can go that is safe. In this information provide the prescription available in the "Time's Up book.

I am asking for a change at leveling a field for the wives of officers whose pleas for assistance have fallen on deaf ears. Respectfully, in the line of duty, an officer's funeral is held in the highest regard. For the funeral of a police officers wife, in my opinion, often killed with their husband's service revolver, her life holds the same honor.

Barbara Vanaman was killed in the line of duty as a wife, mother and victim, all because she wanted to move on, minus the violence.

Domestic violence or intimate partner victims now are able to provide information, in their own words, about the fears, dangers, experiences they have had at the hands of their abuser. The" Evidentiary Abuse Affidavit" or "EAA" records victim's stories, histories, and experiences which are preserved and stored on their behalf. These videos will provide answers to the many questions, allegations, and fears that arise when a person has disappeared, gone missing, or been found dead.

In relationships it is important to equip one's self with the proper tools before announcing "it is over." That, is what cost Bea Dickey her life. Unfortunately, hers life mirrors thousand of others across the county, victims of intimate partner violence, trying to break away from their abusive relationships with their lives in tact.

If Beatrice Dickey, or any woman found murdered or is reported missing, had done an Evidentiary Abuse Affidavit, ON TAPE, from following the information in the “Time’s Up" book ,they would be able to describe:

- threats made against her life or wellbeing, including details of how the perpetrator would carry out the threat
- incidents of past abuse that the victim has endured
- admissions or comments made to her about other victims or people abused
- where evidence or weapons would or could be located
- possible alibis that the perpetrator would make up in his defense (including identification of people who could be co-defendant’s or co-suspects)
- portray visible injuries or marks

Just think if we incorporate the only effective plan in the country and have it available for every prosecutor, law enforcement, church, family law office and social service agency across the country, lives would be saved.

Serve and Protect: Appealing Intimate Partner Homicide


On May 11, 2006, in a quiet residential street in Millville, New Jersey around 5 p.m. neighbors heard Robert Vanaman and his wife Barbara arguing. A few minutes later, using his service revolver, shots rang out killing Barbara. All in the name of self defense of course, Robert was taken to the hospital because he needed to be treated for stab wounds during the incident.

At the time of Barbara's murder Robert had been on the police force for 15 years;

Robert's father was also a Mullville police officer;

Friends and neighbors say they were "the perfect couple."

No surprise and in true cowardly abuser style Robert Vanaman hired an attorney almost immediately following the shooting; he is immune from answering any questions by police because he is represented by a lawyer; he is allowed upon leaving the hospital to return home to the crime scene where the death is still under investigation; He went on sick leave from the department for six months before he was charged with her murder. And Vanaman was also charged with criminal restraint, possession of a weapon for unlawful purposes, tampering with evidence, hindering prosecution and obstructing the administration of law enforcement.

Shortly before Barbara Vanaman wife and mother of 2 boys was gunned down in her kitchen the following was found on her computer: ‘I don’t know all the future holds for me. And I’m scared of what will happen in the future’…”

Now, there is a possibility because of a recent state court of appeals ruling that
Vanaman who received a sentence of 9 years could have his time reduced. A
state appeals panel ruled last week that Superior Court Judge Martin Herman erred in finding that
Robert Vanaman’s action “violated the public trust” because he was a sergeant with the Millville
Police Department when he killed his wife during an argument in 2006.

The three-judge panel of the Appellate Division of Superior Court said it could find no ruling “in which the defendant’s mere status as a police officer, who committed a violent offense against his spouse,” should be considered as an aggravating factor for sentencing purposes. The appeals court found the only “factual predicate” for considering that was the “simple fact of the defendant’s employment.”

Now, the family of Barbara Vanaman will wait for the justice system to re-sentence Vanaman. For women like Barbara, silenced as they were preparing to leave the marriage, murder was the former police Sergeant's solution to his wife wanting to move out and on with her life. In my opinion, Barbara Vanaman was unable to defend herself against a trained and commissioned law enforcement officer. When a court law rewards a violent offender, such as Vanaman, for the victim silenced and the surviving family members, it is no different then firing the gun, again.

Where are Barbara Vanaman's rights? This is a clear case of a silenced victim continuing to jump through hoops, from the grave!

Lending Your Voice's


"She wrote in that computer, 'I don't know all the future holds for me. And I'm scared of what will happen in the future'..."

On Monday, April 27, 2009, Robert Vanaman who plead guilty to his wife’s murder last month will be sentenced before a judge. Many are concerned the former cop will not receive much of a sentence based on the fact he and his family are well known in the community. But, you have an opportunity to make a difference and be heard. The family has requested letters to be sent to the judge.

We [the family] are asking that letters be addressed to: The Honorable Judge Martin Herman. Please let him know how you feel and what you think. You must sign the letter. There cannot be any anonymous letters. Please fax your letter to (856) 447-1169 by Monday morning. In advance, the family of Barbara would like to thank you for your help and cooperation.

Please consider lending your voice in hopes the judge does not give Robert Vanaman probation or a reduced sentenced.

Painting A Bloody Blue Picture?

Before the Robert Vanaman trial beings next week, attorneys on both sides gathered together one final time.


Vanaman, 40, a former Millville, NJ police officer is charged with his former wife Barbara's murder, criminal restraint, possession of a weapon for unlawful purposes, tampering with evidence, hindering prosecution and obstructing the administration of law enforcement.

He was arrested in November 2006, more than six months after he fired two bullets into his Wife’s chest during a domestic dispute inside the kitchen of couple's home.

This case has taken a long time. I am concerned about this case in particular. This is a small town. The defendant Robert Vanaman is a respected member of the community. Vanaman comes from a law enforcement family. According to sources Barbara Vanaman was afraid of her husband. As most women married to an abuser are who happens to be a police officer. rarely are reports made after a dispute. Often as in this case, supervisors may have been called to the Wedgewood Court home, but, refused to make a report against their supervising Sargent. And of course records have vanished.

Barbara sought the advice of a divorce attorney. She had enough of the threats and ongoing abuse by her then husband "sweet" Robert.

The defense will attempt to use psychological records in an attempt to paint a picture that Barbara had mental health and anger issues. I am outraged when I see the same song played as it pertains to those women married to an abuser who carries a badge and a gun. This case is a perfect example. The victim’s life prior to her murder should have no significance in a court of law. And yet, it will be the center of attention in this case. It does not matter what she did or did not do. The fact is Barbara Vanaman is dead.

Did she have training to properly defend herself? Answer: No

Did she make Robert Vanaman pull the trigger? Answer: No

Did she go after Robert in the kitchen that afternoon? Answer: No

Did she try to leave her abusive relationship? Answer: Yes

Is Barbara Vanaman on trial? Answer: Yes

On Trial From the Grave


The trial doesn't begin until March 23, 2009 in the murder of Barbara Vanaman, a police officers wife shot twice in May of 2006.

It comes as no suprise from the grave this victims life will be placed on trial. Often, we do not think much about the lives of women caught in the cross fire of police perpetrated violence or homicide. Because they are rarely given the opportunity to speak. Often silenced in their tracks by a badge and a gun.

This case like so many thousands of others is no different. Barbara was moving on with her life. She was seeking a divorce. This is a dangerous time for any woman let alone the wife of a person in law enforcement.

This week a judge allowed Barbara Vanaman's private counseling records to be unsealed. You see while see is unable to defend herself from the grave, her husband's defense team will be picking apart line by line every word written by a private therapist.


I do not agree with the releasing of these mental health case files. Especially since former police Sgt. Robert Vanaman planned Barbara's murder. This was not a random act or an accident. Robert Vanaman was angry. He simply sought revenge.

Barbara Vanaman was sentenced to death. Silenced, for wanting out of her abusive marriage.

Murder Trial For Tin Badge Police Officer Scheduled



Finally after nearly 3 years, the trial for the murder of Barbara Vanaman has been set for trial by a judge. I stand by my position in this case, jury or not. It is my opinion, Barbara Vanaman, shot twice in the chest at close range by her police officer husband, was premeditated murder.
It will be interesting to see how the defense for Vanaman uses their bag of tricks in this case . Add in the fact that Robert Vanaman comes from a cop family and he's been a model citizen and loving father to his 2 boys since he murdered his wife, Barbara Vanaman.

Officer Vanaman Murder Trial of Wife Barbara-Drags On

Background on Case: Barbara Vanaman was the mother of a three and thirteen year old boy. On May 11, 2006, around 5 p.m. neighbors heard the couple arguing. A few mnutes later, a shot rang out killing Barbara. All in the name of self defense of course, Robert was taken to the hospital because he needed to be treated for stab wounds during the incident.
Some General Information :
Robert has been on the police force for 15 years
Robert's father was also a Mullville police officer
Friends and neighbors say they were "the perfect couple"
My radar screen goes up based on Police response to officer related domestic violence disputes and field experience on officer related shootings:
Robert hires an attorney almost immediately following the incident; he is immune from answering any questions by police because he is represented by a lawyer; he is allowed upon leaving the hospital to return home to the crime scene where the death is still under investigation; He has not been charged and remains on sick leave. He has no restrictions on where he can go and what he can do.
Questions :
Where were the children on a school day at 5 P.M.? Was Robert on duty that day? Was he still in his uniform? How long had he been home? About what time did the neighbors hear the couple arguing? Was Barbara asking to divorce her husband? Did they get into a fight over her wanting to end their marriage? Has anyone interviewed co-workers from Barbara's employment? What about Barbara's relatives have police or the prosecuting attorney interviewed them? Did Robert threaten Barbara with the gun and she grabbed a knife to protect herself and then the gun went off?
Robert Vanaman is a 15 year veteran with a police department. He went through extensive training and knows how to use a weapon. In any police home where their are problems one of the first things a neighbor or co-worker says after a tragedy is they were "The Perfect Couple". Even after an Officer kills his wife and then commits suicide. And to everyone, not one person can say anything but good things about officers and their families. That's because from experience this is the officers self created persona. He goes out of his way to make sure the world knows what a great person he is and what a wonderful husband, father and neighbor he is on and off the job.
Look at any news story on police officers and you'll see what I mean. This case needs to be removed from the county. Although I fear the investigation has been tampered beyond repair, there are many things in this case along that smell of a cover-up.
Please don't let the answers to the truth die with Barbara, she deserves more and so do her children। If you know anything, if your a relative, friend, co-worker contact,Cumberland County Prosecutor Ronald Casella.
UPDATE 2/25/08:BRIDGETON -- If expert witnesses are available, a trial for a Millville police sergeant charged with murder could take place late this summer। A defense attorney for Millville police sergeant Robert Vanaman said Monday that he and First Assistant Prosecutor Ken Pagliughi need time to check with expert witnesses to make sure witnesses can be ready within the next four to six months for a potential trial.
At a status conference Monday afternoon on Vanaman's case, Superior Court Judge Walter Marshall Jr. set a return date on the case for March 31, at which time it's expected a trial will be scheduled.
Vanaman, 39, a 16-year veteran with the Millville Police Department, pleaded not guilty to charges of murder in November 2006 in connection with the shooting death of his 37-year-old wife, Barbara Vanaman.
Barbara Vanaman was shot and killed during a May 11, 2006, domestic dispute at her Wedgewood Court home in Millville, where she and her husband lived with their two children, ages 5 and 14.
Robert Vanaman is free on $750,000 bail.
He is currently suspended without pay from the Millville Police Department.
Joseph O'Neill, an attorney representing Vanaman, says his client shot Barbara Vanaman in self-defense.
But Pagliughi has argued that knife wounds Vanaman suffered in the May 11, 2006, incident, which O'Neill claims were caused by Barbara Vanaman, were self-inflicted.
A total of 15 expert witnesses are expected to testify at Vanaman's trial.
Pagliughi said in court Monday that the prosecutor's office may hire an additional witness to testify in response to a report prepared by one of O'Neill's witnesses that he only recently received.
The expert report is most likely in support of O'Neill's self-defense theory, as Pagliughi stated in November that he had yet to receive any evidence supporting that defense.
"I should know whether there will be an additional witness within the next couple of weeks," he told Marshall.
If expert witnesses are unavailable, Vanaman's trial could be delayed.
However, Pagliughi said after court Monday he is optimistic that the trial will take place in 2008.
