Kelly Rothwell: CUE Road To Remember Tour Raising Voices

Kelly Rothwell vanished on March 12, 2011. She was a victim of an intimate partner homicide crime.

Her whole life changed when she entered the police academy. One month prior to her graduation, after having lunch with a friend she headed to the condo she and her then boyfriend David Perry shared, alone announcing the relationship was ending, she was moving out and moving on with her life minus him.

David Perry, the prime suspect in her disappearance was the very last person to see Kelly alive. This follows an important pattern of conduct in the majority of intimate partner homicide crimes. Prior to Kelly announcing the relationship change, Perry had been stalking and tracking her daily activities. His violent outbursts increased. Kelly had enough of the threats. Finally strong enough within herself to face Perry and look him in the eye, verbalizes her intentions,
it is the last time she is seen alive.

The Cue Center For Missing Persons headquartered in North Carolina is featuring and including Kelly Rothwell on the "Road To Remember Tour." They are on a nation-wide tour to bring attention to Kelly case and others who are missing.

Kelly Rothwell and her family need the pubic's support as the CUE center continues searching to recover and bring Kelly home. But they cannot do this without, YOU. If you live in the Tampa Bay, FL area on Thursday October 27, 2011, from 9:30-11:00 AM there is a gathering at Courtney Campbell Causeway. This also is national domestic violence awareness month. Police found no signs of Rothwell or Perry during a search of their residence on Sunday,March 13,2011. Rothwell’s abandoned car — a green 2007 Subaru Outback — was found later Sunday March 13,2011 about two miles away.

Her case remains unsolved.

Kelly Rothwell: A Brightness of Light From the Shadows of Intimate Partner Violence



Kelly Rothwell remains a bright light in all those whose paths she crossed while on this earth. Despite a controlling 3 1/2 year relationship her light continues to shine with the help of the CUE Center for missing persons as they work to bring her home.

At the time of her disappearance Kelly Rothwell, a cadet was completing her training at the police academy in Florida. With a month left to go before graduation, she was in the process of moving forward with her life minus the abusive relationship.

According to sources her boyfriend, a former New York correctional officer had been tracking her cell and computer activities. While he appeared to be supportive of her new career path in public, behind closed doors she paid the price.

On March 12, 2011, after having lunch with a friend, she returned to the residence a final time to pick up a few things and head over to her new home. It would be the last time anyone would see her bright smile, shine.

In relationships it is important to equip one's self with the proper tools before announcing "it is over." That, is what cost Kelly Rothwell her life. Unfortunately, Kelly Rothwell's life mirrors thousand of others across the county, victims of intimate partner violence, trying to break away from their abusive relationships with their lives in tact.

Today on the show "Time's Up" we spoke about Kelly's case with her best friend Donna Sharrett and Monica Caison, founder of the Cue Center for Missing Persons. A national organization providing expert assistance to families without charge in finding their missing loved one and supporting the families until they are recovered and brought home.

We also had as a guest Sandra Brown, MA, founder of Safe Relationships Magazine and author of the bestselling books "How to Stop A Dangerous Man" and "Women Who Love Psychopaths."

Kelly L. Rothwell, 35, of Indian Rocks Beach, Fla., was last seen at about 3:30 p.m. Saturday March 12,2011 as she had lunch with a friend at a restaurant in Pinellas County. An investigation began on Sunday when another friend asked deputies to check on Rothwell at her home where she lives with her boyfriend, 46-year-old David Perry. The friend was concerned for Rothwell’s safety due to “domestic issues” the couple had been experiencing, according to the Pinellas County Sheriff’s Office.
Rothwell, who has not returned repeated calls to her cell phone from friends and relatives, did not show up for class Monday at the Pinellas Police Academy in St. Petersburg. Since starting the program in November, she has not missed a day, authorities said.
Perry, who is a retired corrections officer, has since traveled to New York, but is refusing to talk to police, He has not been charged.

Kelly Rothwell and the arrest of David Perry

Kelly Rothwell is Missing

Kelly Rothwell, 35, of Indian Rocks, Florida, has been missing since March 12, 2011. She was a cadet at the police academy scheduled to graduate and become a police officer in April. Earlier that day she met her best friend Donna Scharrett and then headed to her condo to end the abusive relationship with her boyfriend David Perry. No one ever saw or heard from her again.

As in most cases of intimate partner violence that results in homicide, the last person to have seen or had contact with Kelly, was David Perry. According to accounts he was controlling during their 3 1/2 year relationship. He monitored her activities, daily, either through her cell phone or stalking. And he, in my opinion, like most violent offenders was angry because Kelly was moving out and on with her life, minus David Perry.

Monica Caison, founder of the CUE Center for Missing Persons, a not for profit organization is currently in Florida making preparations to search for Kelly.

A short time ago police arrested David Perry whom has not cooperated with law enforcement since she went missing. And police have not yet named him as an official suspect in her disappearance. The fact that he is in jail perhaps on unrelated charges is indeed important as it pertains to Kelly Rothwell.

If Kelly Rothwell's determination to leave is not a wake up call to anyone ending their abusive and or stalking relationship without preparing the Evidentiary Abuse Affidavit and video before they announce it is over, think again!

Once you are threatened, hit, stalked, questioned in a controlling way, a second chance to save your life, is no longer an option.

I cannot stress enough, if you are in a relationship that has a history of violence, simply mustering up the courage to confront the person and say it is over, without the proper tools, can cost you, your life!
One of the major reasons women stay in abusive relationships is fear. They are afraid of what will happen to them and their children if they leave. Sadly, their fears are often justified; statistics show that a woman is at the greatest risk for injury when sheannounces her plans or leaves an abusive relationship.

Still No Word on Police Cadet Kelly Rothwell!

Here is an original idea for the police academy in St. Petersburg where Kelly Rothwell was training to be a law enforcement officer, allow those in her class to immediately go out into the field and investigate her disappearance? Take a real life situation of a missing and abducted person out from the classroom and apply it in the field for Kelly Rothwell. It is the very least everyone can do.

Headline's in the news such as "we are not cleaning up her desk" is wasting valuable investigation time. As I wrote a few days ago time and evidence are vanishing (see list below).




Kelly was going back to the home she shared with Perry on Saturday to inform him it was over. She was moving out and on with her life. That is the last time anyone has heard from her. Perry was the last person to see her alive. According to law enforcement, this coward fled to New York, he refuses to cooperate with authorities, playing the offender's game of "catch me if you can." In my opinion, law enforcement must not waste precious time they need to consider the following:

  • For the Sheriff's office in Indian Rocks Beach Florida, time is important if they are to obtain evidence that may already be lost. Her car has already been located and there is likely not much in the way of evidence, Perry is too smart for that.
  • Law Enforcement need to obtain a warrant and have Perry's car impounded.
  • If his plates are Florida, they will have an easier time, it depends on what residence he has on the drivers license. Kelly Rothwell's cell phone pings need to be captured immediately.
  • A warrant needs to be issued immediately by a Florida Judge so law enforcement can gain access into the condo. They can also serve the condo association and gain immediate access. The trap to all the sinks (elbow) need to be tested to see if there is blood still there. The same goes for the showers and bath tubs in the unit.
  • Garage shoots and dumpsters on the property need to be gone through, regardless of whether or not a pick-up has occurred, they might pick up traces of blood.
  • Cameras on the property or from surrounding buildings need to be checked.
  • Sun Pass toll activity on his car needs to be investigated because he went through tolls to get to New York.
  • Gas stations and ATMs within the area of the condo with a description of his car is also a way to detect activity.
  • Home depot and hardware store activity should be checked.
