Crime Wire Investigates: Tonight 9:00 PM EST

Tonight on Crime Wire:
Gang violence allegedly claimed the life of an innocent victim in Modesto, California at about 1 a.m. on August 24, 2003. Lacy Ferguson, a 25-year-old single mother, was in the wrong place at the wrong time.

According to local authorities, Lacy and her boyfriend, John Ritchie, were in a convenience store parking lot located in an area that has experienced gang activity in the past. Suddenly shots rang out, catching them by surprise. The shooters were in a dark colored vehicle that cruised slowly through the parking lot. The police believe there were at least two Hispanic males in the car, and that their target was a gang-banger named Adrian Vega. Neither Lacy nor John knew Vega; they just happened to be passing by his parked car. John and Lacy were struck by bullets. Fortunately for John, his wounds were not life-threatening. But Lacy’s were fatal. Although there were several witnesses to the incident, no arrests were made and the case remains unsolved.

However, Lacy's mother, Boni Driskill, has not given up on getting justice for Lacy. She has worked tirelessly to keep the story alive and in the public eye. Boni is president of Wings of Protection, a victim’s advocacy group that she co-founded with Susan Levy, the mother of Chandra Levy, the intern murdered in Washington, DC in 2001, and Donna Raley, step-mother of Dena Raley McClusky, who went missing in October 1999. Dena’s body was found eight years later.

Brian Sullivan disappeared early in the morning of July 8, 2007. According to reports, the a 19-year-old Churchville-Chili High graduate had spent the previous evening watching a movie at a friend’s house, then bought breakfast at the drive-through of a Chili Avenue Burger King. Investigators found a receipt for the food stamped with the time of 5:38 a.m. in Brian’s car. The red 1995 Pontiac Sunfire was found in front of a 100-acre wooded area on nearby Lettington Avenue.

The story made all the local news outlets, and family members passed out or hung posters bearing Brian’s smiling picture and asking for help in the search. When the search didn’t turn up useful leads, the Sheriff’s Office turned to the New York Branch of the National Center for Missing and Exploited Children for additional help.

Joining us is Brian’s mother Barbara Sullivan and Monica Caison founder of the non-profit CUE Center for Missing Persons, which is focused on finding the missing, advocating for their causes, and supporting their families.

Offering a wide range of free services, CUE has since helped more than 8,700 families in what is often the most confusing and desperate times of their lives. In addition to providing services for the missing and their families, CUE offers college internships and youth mentoring programs.

Drew Peterson: Part 3 Profiling a Psychopath

[“Being married to a psychopath with a badge and gun was no different than living in a house without a door to exist. Drew Peterson had carefully set the stage not just with Kathleen, but those with whom he worked.”]
_________________________________________

________________________________
When Drew Peterson started up again with his womanizing outside the marriage, while still with Kathleen Savio, he carefully constructed his “game plan.” Drew Peterson started dating a child. A woman barely 16 years old with whom he could shape from clay and mold into what he wanted. Stacy Peterson would be his newest “catch.”

It was fairly easy for him to snare her in his destructive psychopath net.

Stacy Peterson: It is important to point out when Stacy met Drew she was only 15 or 16 years of age, a mere child with no real life experience. And for someone with Peterson's defined psychopath (as discussed in the book "Women Who Love Psychpath's") and hypnotic approach all he needed to do was dangle the carrots of a secure life in front of her and off she went.

Peterson's lavish gifts and attention to Stacy Cales in the early stages of the relationship and the promise of a family, home and permanent lifetime security was an easy sell. In reality it was Peterson's psychpaths cage in disguise.

This was criminal hijacking by a man whom preyed on a teenager to feed his immediate sexual gratification because he was not capable of maintaining a mature and healthy relationship with an adult. He was no longer seeking someone who would not listen to him when he said jump. Stacy Cales did not know enough to argue or talk back, she was having too much fun with Peterson who treated Stacy like a fairy princess, like you read out of storybook.

Peterson's need for social dominance was also an important piece in his life. Whose ego would not rise, (possibly when other things didn't) while out for and evening with a girl more than half his age?

So now he has a wife and a teen mistress. Peterson makes plans to divorce Kathleen so he can spend his life with Stacy.

The groundwork three years prior for Kathleen's "crazy behavior" has already been layed down by Drew with other law enforcement at the Bolingbrook police department. A clever psychopath always sprinkles their version of facts and events long before an erruption. Peterson knew no one would respond to Kathleen's cries for help because he made his fellow officers believe, (because they were told) she was an "angry crazy broad" who was out to get him for ending the marriage.

Drew Peterson was so good at setting the stage with fellow officers by the fact no one ever responded to her while she was alive, spilling over to her crime scene and incorrectly ruling her death an accident. Peterson's psychopath behavior was a huge victory for his already out of control and dangerous personality.

After the death of Kathleen Savio, Stacy Peterson's world would turn upside down and inside out.

Heather Mallory's Case Remains Unsolved

March 7, 2008 is a long time for the family of Heather Cole from Portland, Oregon who went missing nearly 27 months ago, to continue without answers.

For families of unsolved or missing persons ,time on a clock literally stands still the moment they receive information a loved one is missing or has been found dead.

Brian Cole, Heather’s husband, and their 5-year-old son have since moved from the Portland Oregan area and now live somewhere Idaho. Her body was never been found, but police think she is dead. I should also mention Brian, her husband, failed a lie detector test last year, but as any defense attorney worth their salt would tell you, taking a lie detector does not mean a person is guilty of a crime.

According to the husband, he informed police Heather Mallory stayed out all night partying on March 7th and came home to her southeast Portland apartment the next morning.

Her husband, Brian Cole, confronted her about her all-nighter. That was the last known time anyone saw Heather alive and Cole says she left after the argument. I should also report that she was four months pregnant. Another case, in my opinion, where a person with possible motive is the only one to have a story and the last to see the person who vanished alive. As we all know, a mother never, ever just leaves their child behind.

Police think she’s dead but have yet to find a body. Her car was found abandoned, and her cell phone has had zero activity, as well as as her credit card. Steve and Jeni Mallory—Heather’s parents—talk to police every week hoping something turns up. But. in these cases when there are no witnesses or if someone did see or hear something, they often talk themselves out of coming forward. It makes it difficult for law enforcement to continue investigating a case. It goes cold and sits in a dark file cabinet until a new pair of eyes reviews the case or a reporter does a follow-up to a story.

It is worth mentioning the couple allegedly had marital problems with the police reposnding to a domestic call for help in the home and Heather securing a court order of protection.

Brian Cole remains only a person of interest.

No one had the right to take her life and we have a responsibility in these cases to seek justice for those who are no longer able to speak for themselves. If you know anything about this case please contact the authorities at the number below. All calls are confidential. And your identity will be protected.

Anyone with additional information regarding the case is encouraged to call Detective Mike Weinstein, Portland Police Bureau- Missing Persons Unit (503) 823-0446.

Heather Mallory is a 5-foot-5, 120-pound white female with blonde hair and brown eyes.

There is a cash reward of up to $8,000 for information that leads to a resolution in Mallory’s case. Those who may have information are asked to call 503-823-HELP

Help Find The Missing Act: Needs Our Attention

Have you heard about H.R. 3695, the "Help Find the Missing Act (Billy's Law)," introduced by Representatives Chris Murphy (D-CT) and Ted Poe(R-TX)? An amazing woman, mother, advocate for missing and unsolved murders, Janice Smolinski is the creator of this ground breaking legislation. Her son Billy has been missing since 2004.

This legislation will aid in filling the gaps in the nation's missing persons system and would help bring closure to the loved ones of the missing. It is no longer a rare occasion in which one may become a missing statistic. Every year tens of thousands of Americans go missing, never to be seen by their loved ones again. Additionally, there are also an estimated 40,000 sets of unidentified human remains that are being held or disposed of across the country. Sadly, because of gaps in the nation's missing persons systems, missing persons and unidentified remains are rarely matched. The Help Find the Missing Act (Billy's Law) is an effort to fix these gaps. We want to help families to have the resources so that we can lessen the burden on the system as well as bringing loved ones home for a proper burial.

Your help is important in the passage of this law. Please consider passing it around in your communities, at your place of worship, on grocery bulletin boards, doctors office, at your place of work, commuter train stations, blogs, facebook, websites and where you think someone will read and take action by signing the petition and creating a national movement for change.

We want to have the gaps closed that will enable families of missing to have one source to be able to search for their missing loved ones. Presently, there are no federal mandates in place to have one system in place. This complicates searches when the Government has a database and the FBI has a separate database. This leaves many cracks that those missing, or unidentified, can fall through.

Presently, there are many missing that may be left unattended in a morgue, unidentified. Fact is, 200 unidentified bodies are in Florida, right now from the 60's and 70's.
In Los Angeles, there are 4815 unclaimed. We want to help families to have the resources so that we can lessen the burden on the system as well as bringing loved ones home for a proper burial.
H.R. 3695 is a bill in which we are striving towards federal legislation, not state-to-state.
Please review the below and help by supporting H.R. 3695

This legislation is named after Billy Smolinski of Waterbury, Connecticut who went missing on August 24, 2004 at the age of 31. Billy's family knows all-too-well the systemic challenges in trying to find the missing. They quickly learned that while federal law mandates law enforcement report missing children, there are no such requirements for adults – or unidentified bodies. Compounding this problem is the fact that local law enforcement agencies, medical examiners, and coroners, often don't have the resources or training to voluntarily report these cases. Finally, even when missing adults and remains are reported, the wide-range of unconnected federal, state, local, and non-profit databases to help match the missing with unidentified bodies, makes finding a match an often insurmountable challenge.

Billy's Law builds upon recent efforts to address these issues by:
Authorizing, and therefore helping to ensure funding for, the National Missing Persons and Unidentified Persons System (NamUs), which was created in July 2007 by the Department of Justice (DOJ) to provide a missing persons/unidentified database that the public could access and contribute;
Connecting NamUs with the FBI's National Crime Information Center (NCIC) in order to create more comprehensive missing persons and unidentified remains databases and streamlining the reporting process for local law enforcement;
Creating an incentive grants program to help states, local law enforcement and medical examiners/coroners report missing persons and unidentified remains to NCIC, NamUs, and the National DNA Index System (NDIS);
Calling on the DOJ to issue guidelines and best practices on handling missing persons and unidentified remains cases in order to empower law enforcement, medical examiners and coroners to help find the missing.

Should you have any questions or needs, please contact Representative Chris Murphy (D-CT) or Ted Poe (R-TX).
